Minis sizes start at about 25''. I think anything 19'' and under is a micro-mini hoop.

I have some 18" and some 20" and I like the 20" better, mainly due to weight. The 18" are so light they just go flying across the room!!!! But the 20" tend to hit my chest more often doing buzz saws and whatnot!!

I have a pair of 19'' that I think work just fine, i would say 18-26 is about the average.  You might want to save those for a later time tho, when youre more comfortable with the minis.  Since theyre so small they'll be moving much faster and some tricks might be hard to learn...I learned on bigger minis and have slowly sized down

The first minis I made were 20".  I then made 24" minis.  Whenever I'm learning a new move with my minis, I learn it first on the 24" minis (sometimes I even work with my 30" twins if it's something more complex), and then once I have the move down, I start to learn it more fluidly on my 20" minis.  Also, my LED minis are 20". 

So in answer to your question, 19" is normal for minis, but you should probably make a larger set so for learning on.
