it seems no matter how many tutorial videos i watch or how much i practice.. i just can't seem to get this. every time i try chest hooping the hoop just tumbles back down to my waist. is there some hidden secret to doing this that i'm missing?

It took me almost a year to get chest hooping down. You just need to practice and not give up. Everyone learns at a different pace. I learned to chest hoop (with arms out) first before I could put my arms in. This way you get the general movement that your upper body needs to do. I've heard a lot of people say they learned to vertical chest hoop first. Also, I found that using a larger heavier hoop was easier to learn with as opposed to lighter hoops.

I can only chest hoop with my arms out right now. I think I need a larger hoop because my shoulders are rather broad (I'm 5'7'' with a larger frame and 135 lbs) before I can chest hoop with my arms in. I really want to learn this trick because it looks awesome!
yep see i learned arms in first. it took em a month and a half to get it. its the most frustrating move that ive leanred so far. but once you got it you got it!

shoulder hooping took me about a year and a half to finally get. I think that it's good to do it just before going to bed, in my opinion. It seemed to be what did it for me.

I got it vertically before horizontally also.

Safire has a great tip in one of her online classes:  practice chest hooping while on your knees to remove the "hip effect".  Somehow it allows your upper torso to rotate much smoothly and helps building muscle memory.  :)  That trick did it for me.  I now can chest hoop in both currents, arms in & out!!  Hope this helps!  Good luck :)
