Patrick of PSI hoops has made some.  They looked really nice to me, but from what he described it doesn't seem that easy for people to make.  He had to have the tubing extruded for him then he had to make a special oven and a circular jig to hold them while they baked.

I just saw those at NWHG. Quite amazing. But definitely not easy (also VERY VERY VERYYYYY expensive, like in the thousands range to get the tubing extruded and then making that oven, etc.) and he also mentioned that in larger sizes - basically smaller than minis - that the tubing cracked quite easily opposite the connection.

I did some looking around last night and it looks like the best bets would be polyurethane  or fluoropolymer (http://www.usplastic.com/catalog/item.aspx?itemid=23092&catid=491), but this company (Grayline) says it carries a clear polypro (http://www.graylineinc.com/tubing-materials/polypropylene.html)

 

But not knowing much about plastics I couldn't really tell if they would actually be appropriate without seeing them in person.

 

My recommendation would be to contact either a plastics tubing manufacturer (line Grayline or try a few google key word combinations) or US Plastics and tell them you are looking for a clear (you can even use the term water clear or crystal clear) tubing with properties (weight and rigidity) similar to Polyethylene or Polypropylene.  They should be able to point you in the right direction.
