Does anybody know where to buy a double staff that isn't a fire staff?

Just make them-- I made mine out of aluminium pipe and put padding on the ends to act as weights and so they didn't hurt when I hit myself (:

Same!  Mine are out of wooden doweling and then inner bicycle tubing rolled over the ends for weight.  I used shiny sparkly tape on them.  ; )

Contact staffs are more weighted so they can roll over your body better. I started with regular staff and moved onto using a contact staff. I don't know many contact moves though I want to expand on it as I think contact staff is amazing but just the weight of using a contact staff as a regular staff allows for more dance-type moves and isolations.

Staffs for contact are usually longer and heavier than regular. But you can use all sorts for both types of spinning of course:)
