So I currently have a 36" Hoopmamas Polypro. I feel like I am ready to downsize but I don't have the money to buy another poly (I'm saving money for a tattoo) so I know you can cut bits off yourself at home but I've VERY nervous to do this because I don't know how to do it properly. Advice??

how far do you wanna downsize it 1in or 2in?
You need for a non-riveted hoop:
pipe cutters or hack saw
electric sander and/or low grit sand paper
Needle nose pliers
Cutting pliers
Measuring tape
Pencil or marker
Hammer
Heat source
Find the connection point of the hoop. Use cutting pliers to cut the top off the rivet. Use needle nose pliers to push the rest of the rivet inside the hoop, repeat to other rivet. Now pull ends apart. Use needle nose pliers to pull connector out of end, put aside for later.Tilt hoop so rivet pieces come out. Now measure 3in from both ends of the connection point. Mark with pencil or marker. Cut 3 in. off both ends with pipe cutters or hack saw. To make a size 34'' hoop. Place old connector in hoop and check to see how the ends line up. Remove connector it will need sanding.Use electric sander to sand ends for a clean seal. Also sand the connector you put aside. Now hammer the connector in one end only half way. Heat other end slightly with blow dryer or foot lamp/heater or hot water. Once hot ram that end onto the connector. End resolute a friction connected hoop. Adding rivets will take more power tools and money.

My hoop is collapsable and has a push button to release the two ends. I was thinking all I had to do was take off about 3", redrill a hole in one end and just snap it back in place. Am I wrong?

yeah you can do that too with your style of hoop. This is if your hoop is made with only rivets.

what hoop size are you at now, I would not go done more than 2in-3in. of the hoops diameter at a time. It will have a much faster rotation speed than your use to. Also be sure to check your math before cutting too. below is the Circumference for a couple of hoop sizes.
