I am curious. Here is a little poll if you will all participate. When you refer to hoop diameter are you talking about inner or outer diameter?

I go by outer.
I think most people go by outer diameter... I personally go by circumference since that's how I measure and cut the hoop.

I measure by outer as well.
I often wonder the same thing about tubing. My first hoop (that I still use a lot) is 1" inner diameter (100 psi) tubing, and 41" OUTER diameter.

I go by outer as well.
I think most people do outer-but I think inner is more logical and provides the truer measurement. You could have two hoopers with the same outer measurement, but different in the inner because of the size of the tubing.
