Do you have any sewing skills? I don't, but my mom does. She taught me the basics and I made the skirt and leggies I'm wearing in my profile pic. They flare out so they cover my shoes like the furry ones do, but not nearly as hot!

If you sew....get an old pair of mens/womens dress pants, and cut the legs off how long you want them, flip it upside down, and sew in a drawstring or elastic!  Probably the cheapest!

To follow up what Niky said, I've heard another simple way to make leggies it so find sweatpants that have elastic at the ankle. Cut them to the length you want and wear with the elastic around your shin/knee to hold em up! With sweatpants material, you shouldn't even have to hem them as the cut part usually curls up and won't fray. Might be hard to find sweatpants this time of year, but thrift stores are a great, cheap place to start your search!
