My daughter found this top and thought it would be good for hooping, so we ordered them.  It is really 2 pieces.  And only $20.00 !

try etsy or there is a section on here about costumes and clothings where members post their websites!! also try making your own stuff...im working on a skirt right meow!

I've been looking for the same thing...so far to work with my budget the only place I've had luck is my local Goodwill places. There is one near a more affluent (read: rich people) part of town and they have so many beautiful items with tags still on them, and I've never paid more than $20 each.

Ebay has a lot of inexpensive options. If you search for "belly dancing" pants, skirts, costumes, ect. A lot of things come up.

http://www.dancewearsolutions.com is good too.

And of course, Etsy. But being handmade in nature everything is more pricy. Totally worth it though.

Thanks, everyone for the great ideas!  My daughter also sews, so we bought material to make some skirts to go over black pants.  Hoping to have them done for World Hoop Day performance!  Checking out the local Goodwill is a great idea - we haven't been there yet to scope out hooping outfits.

I haven't ordered these yet, but I plan on ordering them once I get some more money.  Other people on here have ordered them and I haven't heard anything bad.
