Who is this Rad Man Hooper?

Does anyonne recognize this guy?  I really like his moves.  They are like so super slick.  I was randomly watching Rising Appalachia videos on youtube because I am now obsessed with them and I happen to find this video.

 

I think it said it was at Floydfest 2010 so if you were there, did you see this guy?
