I use ribbon to make my hoops. I normally used 7/8" but have used 1 1/2" too. I find grosgrain ribbon is extra grippy, but I've used shiny ribbons too. I can hoop with them just fine but they are slipperier so more difficult for beginners. I just put some double sided tape (roller kind for crafts) on the ribbon every 8-12 inches and wrap it like you would with sparkly tape. It's much easier to wrap because if you make a mistake you can easily remove it and make the correction. After the ribbon is on I use gaffers tape as normal to hold the ribbon down and add grip. Here's a picture of some of my hoops.

Yeah, ribbons work great, especially if you tape down their edges, just know that fabric hoops get dirtier much faster.
