DervishGirl makes a pair of capris like the ones you are describing.  I never bought from her, but I want to.  I've gotten pants from HerbanDevi and I LOVE them!

Thanks for the suggestions! The capris are adorable - don't know why I didn't think to try etsy.com. HerbanDevi seems to have a bunch of stuff - which pants did you get? The rufflebums are too cute.

I got a totally customized pair based off of this pair.  Mine have a brown fold-over skirt, sage green thigh, and teal from just above the knees down.  Also, I got a lotus print instead of flower print featured on the pants shown.  They are perfect, I love them <3

dsw right now has cute ruffled up the side at the bottom jean leggings, Jessica Simpson I think. Little s kirts, check out Forever 21 or those teen stores in malls.I also sell clothes at great prices, but usually I get things that fit me, I'm 5'8" and 145 lb and most of them are stretchy waists.I'm kind of a costume expert, worked in rock and roll and was a model etc and i sew too

i have a pair of what you want in medium dark turquoise from haight ST in SF. Worn once.Brand is Avatar.price was 90, will sell to a fellow hooper for 40.ruffled capris which can be cut at the ruffle to any lenght and still have a finished seam.i tried to send 3 pics an couldn't, so I send one and if you want more let me know

Hey I do custom orders. I can make pretty much anything and make a lot of hoop, go-go, and rave clothes. I have an etsy www.candykisscouture.etsy.com but I don't list all the clothing I make on there because listings cost monies. Hi!

I'm a hooper and I design and make custom hooping clothes/costumes at a fraction of the cost of many other designers. I have a little bit of stuff on etsy; www.redlunarmoon.etsy.com.

But the majority of my work is in my FB gallery, since it's mostly custom designs. I work with all kinds of fabrics, from velvet and stretch lace to organic cotton, bamboo and hemp.

Prices depend on the fabric but around $30 to $40 for capri's and $50 to $60 for pants.
