Hey, Shannon!  As long as you don't start writing the story itself before November 1, you're fine.  Outlines, character sketches, plot notes - all that is allowed and even encouraged.

 

As for the groups question, my region wasn't very active last year; our ML had a death in the family 8 days into NaNo, and no one else had the experience or time to step in.  I've been trying to get something going this year, but since the site relaunch my region's members have been totally silent.  I set up one write-in, but I'm not sure who - other than me - will show up for it.  We'll see what happens November 6...
