Over exaggerate the moves in the beginning.  Push your chest and back out as much as possible to really catch the hoop and pull it on around.  Then once you get that you can start adding in your sides and not as much chest and back.  It really takes practice like everything else but really getting the chest pops and back out motion are key.  When I was learning I would practice the moves by themselves any time I got a chance (at my desk at work in the shower, while cooking) That really seemed to help a lot!! Also, I don't know if this helps but I learned with my arms in first and then worked to just chest hooping.  If you need more help just let me know!! Happy Hooping! ;)

Also make sure you turn with the hoop while doing what @cheez Hoops says.   I always tell people to watch tons of videos.  Suprisingly hooping isn't a dance of specifics and technique.  Which means there will be multiple ways to do the same move.  It will just take practice trying the different techniques and figuring out which works best for out.

I had a ton of trouble with chest hooping at firs as well. It's probably been the hardest thing for me so far, I spent months trying to be successful at it. What really helped me was without my hoop I would stand and really try to over exaggerate the motion pushing my right shoulder to the right, pushing my chest forward, left shoulder to the left and then push your chest back rounding your back. Start out slow and as you get more comfortable speed it up then really try and flow with it. At first it's kinda weird :)

my fiend had trouble with this move too...so i just said to her to really just flick your boob out to your side (right boob if you hoop to the left) but over exaggerate the movement and when she tried it it worked first time :) So yeah, flick your boob out to the side is the only piece of advice i can give.

Keep going, dont give up - ever!
